GREAT POWER COMPETITION

GREAT POWER COMPETITION

ABOUT THE PROGRAM

The post-Cold War world order is being challenged by climate change, revisionist and authoritarian regimes, de-globalization forces, disruptive technological competition, and economic instability. Like other democracies, the State of Israel must adapt its national security concepts to the emerging world order and its associated challenges — with a forward-looking perspective toward the year 2050.

In this program, we examine global dynamics and the various great powers to assess and recommend how Israel should respond to the evolving landscape of great power competition. As China, the United States, Russia, and Europe compete for influence over different regions — including the Middle East — and as middle powers such as India and Brazil rise, we aim to bring clarity to Israel’s strategic positioning. In a world of growing uncertainty, we seek to define a clear strategy for Israel vis-à-vis the great powers and the impact of their actions on the core issues of Israel’s national security and foreign policy.

“Another consequence of the damage to Russia's image as a global power is the improvement of Iran's position in their bilateral relations. Tehran may feel emboldened to make greater demands of Moscow in their cooperation discussions.”

"Recent developments in Asia require the attention of the Israeli political and security apparatus, while the IDF continues to fend off threats emanating from Hamas, Iran and its proxies in the region. Like-minded countries in Asia see Israel as a military and technological power, creating opportunities for deepening security and technological partnerships."

“For Israel, as a strategic partner of the U.S. and a security asset for Europe, it is important to view this shift as an opportunity to enhance its value to both sides and to deepen its ties with key power centers in Europe vis-à-vis the United States.” (12.03.2025)

“Israel must integrate into the region and into collaborative frameworks that include like-minded countries, including India, Japan and South Korea, Ukraine, Germany, Britain and the Czech Republic. This, with an emphasis on security and technological cooperation in which Israel has a added value which help transform its image - from a liability to an asset.” (13.10.2024)

"…the arrest warrants issued by the International Criminal Court (ICC) for Israeli officials refer, among other things, to allegations of starving the population in the Gaza Strip. In the International Court of Justice (ICJ), two different proceedings are being conducted against Israel regarding Israel's humanitarian conduct during the war: the first accuses the State of Israel of genocide, and the second proceeding, which was born following the passage of UNRWA laws in the Knesset, seeks to examine whether Israel is meeting its obligations regarding the entry of aid to the Gaza Strip according to the criteria of international humanitarian law."... “Israel may find in Rutte a partner for strengthening cooperation with NATO around shared challenges. Israel should view his appointment as an opportunity to formulate understandings that address the tightening security connection between Moscow and Tehran, which poses a threat to both Europe and the Middle East and explore ways to deepen collaboration between NATO and Israel.”
